Historical Background
“Captivating Capiz-Sigma” is the one of the sixteen municiplaity in Capiz.A fourth class municipality , it is subdivided into 21 barangays.According to the old people, their have a datu that has a cold illness and often blowing his nose it is called”naga-sikma”.And that datu was a popular to their followers and other datus, they change the name in “Datu Sikma”. And that time the town named Sigma from the word “Sikma”.
Dumalag Capiz is a 4th class municipality in the province of Capiz. According to the 2000 census, it has a population of 25,920 people in 5,375 household. And it was subdivided into 19 barangays. Dumalag, one of the central towns of Capiz Province, was founded by the Augustinians in 1590. Later, it passed on to the bishopric but in 1614 or 1615, it reverted back to the Augustinians. Its supposed original name “Ayombong” was replaced with Dumalag in 1631.
Roxas City is a second class city in the province of Capiz, Philippines. It is the capital and component city of Capiz. The current city mayor is former provincial governor Vicente Bermejo who was elected during the 2007 election. Originally founded as the town of Capis in 1693, Roxas City is the site ofMiguel Lopez de Legaspi’s settlement when he arrived from Cebu. Panay used to be the capital of the province. Capiz, the name of the province, was the old name of Roxas City.

This serve as a library to all Sigmahanons who want to research about the History of Sigma and all Barangay under its jurisdiction. Books and learning materials are also present to develop the mind of all Sigmahanons and promote a “Book lover Municipality” in the second District in this province.
One of the accomplishment of the present governance. This serve as a rendezvous by calling up the mass meeting. And also this was lighted at night. And the lace were the center the festivals durinh its annual fiesta.
Products
Tropics, a small business which makes “kaong” and “nata de Coco” being sell to different stores and even in the mall throughtout the province and also being exported in the neighboring provinces.
In early days of sigma when there were still a few people around the population was partly distributed, the practice of HIL-O-Hanay was quiet prevalent. During those time was just one cropping season in farming was a labor intensive undertaking. There were no agricultural machineries to speak off, and farm work was really tedious. When one farmer work in the farm of another who had help him earlier, in is said that he is rendering “HIL-O to his companion.” The act of doing this one to another is as Hil-O-Hanay.
Today, the sigmahanon still practice HIL-O-HANAY everytime they participate in a “patabang”,”pahapon-hapon”, or “paaga-aga”.It is not just limited to a farm work but may include repairing in neighbors house, road maintenance , cleanliness drive , construction of school facilities, relief opertaion and another community activities.
Payag contest
With the current trend of building concrete structures for residential purposes, the usefulness of the indigenous bamboo as art material, the LGU of Sigma has incorporated the annual payag-payag contest in the HIL-O-HANAY festival as folk architecture. The “payag” is a small hut made of bamboos and other indigenous materilas the payag- payag contest is open to all 21 barangays of Sigma and the one that are able to construct is the best payag according to the criteria set by the judges, are declared as a winners.

This is a showcase of simple local culinary delights meant to gladden the heart and nourish the body after the hard days toil under the sun.
Pailig It Lantay
An innovation in this years celebration. This activity seek to maximize the potential of the use of Mambusao River that divides the two poblacion barangay of Sigma and at the same time, address ceratain environmental issues affecting the said river. Pailig means to drift using the rivers current as a means of trnsporting goods particulary bamboos and other agricultural products thus pailig it lantay seeks to recapture the spirit of this asian tradition wheb the major means of transport among the local inhabitants was the river. This fact is evident by the location of the most towns in the Province of Capiz. Their poblacions are usually establish a long or near river banks.
